Dear heads of the "Antistichiya" Center,
Dear Directors of the Institute of Physics of the Earth and Dear Chairman of the Expert Committee of Russia.

According to the executed operations pursuant to creation of the System of the Accurate short-term earthquake prediction based on the KaY-wave monitoring method, real earthquake prediction tests, and further to the conclusion of the Expert Committee of Russia that recommended extending the monitoring station network, please consider the opportunity of creation of the Global International Earthquake Prediction Network.
Russia, USA, Canada and China having the vast expansions of territories may provide their seismic security based on this system. They may become the leading partners in the natural disaster monitoring and prediction project.
The System optimal work, the improvement of accuracy and credibility of the results will be ensured by establishing the unified Center. This will allow creation of the unified database enabling examination of the energy flows in the asthenosphere and the planet inner structure, as well as provide data to the scientific institutions. This will reduce the costs for each country and allow access to global data. By investing the funds into the creation of the common Center, they will greatly reduce their following costs working by the prognosis agreements and using the part of the profit to reduce costs for these purposes.
Network creation will ensure the following:
- prevention of victims caused by earthquakes, tsunami and volcano eruptions;
- allowance of time for system transferring into the emergency mode or shutting off the hazardous production, nuclear-power stations, tunnels, bridges and other processes requiring the time for shutting off.
- provision of the prognosis schedule of the aftershocks allowing coordination of the rescue operation in the earthquake region;
- reduction of the costs for manual disassembly of the buildings through timely evacuation of the people prior to the shock start;
- accurate prediction of the future earthquake parameters ensuring saving the required time between the beginning of the evacuation arrangements and the shock start;
- if these four stations are installed along the coal mine field, they will provide warnings regarding possible gas barren disturbances due to the physical processes on the border of the environments with various density and may provide early warnings of danger of future rockslides or methane accumulation;
- they will warn of the moment of the infrared resonance phenomenon occurrence at the gas pipelines, bridges and other lengthy structures.
I propose to create the working team immediately, allowing expeditious establishing of the temporary KaY-wave monitoring stations due to the sharp rise of the seismic danger caused by the processes to be occurring in coming three months.

Это же стандартная форма результатов испытаний.
Главное в строках, где написано "что РЕКОМЕНДУЕТ ЭС России".
(На основании этого заключения уже и МЧС и НИИ МЧС согласились с Гос. прокуратурой, что надо предсказывать землетрясения, используя предсказание по этому методу и расширять сеть станций.)

Что касается последнего предложения - в тестировании принимались только предсказания, сделанные во время тестирования.
Предсказания, зарегистрированные адвокатом не стали проверять, так-как достаточно было живого материала реальных предсказаний онлайн.
